National and State Level Consultations on District Mineral Foundations as Enablers of Sustainable Development in Mining Communities

Social Xleration partnered with Centre for Responsible Business (CRB) to organize a national level consultation on district mineral foundations as enablers of sustainable development in mining communities in New Delhi on 15 November 2018, which focused on identifying factors that can enhance the effectiveness of the District Mineral Foundation (DMF) implementation. The national-level consultation was attended by Mr. Prithul Kumar, Director, Ministry of Mines, Government of India, Mr. Arun Asthana, CEO, CRB, Mr. Rijit Sengupta, COO, CRB, Mr. Ashis Dash, CEO-SMI, Federation of Indian Minerals Industries, Mr. Vineet Bose, Head-Legal, Hindustan Zinc Limited, Mr. Roberto F. Salazar-Córdova, CEO, CSP INC TECH, SCL/LATAM, and Mr. Clement Chauvert. Social Xleration was represented by Mr. Dheeraj Kapoor. During the consultation, the participants stressed that the DMFs can play a significant role in addressing the adverse impacts of mining activities on communities living in and around the mining areas. The DMFs were introduced in 2015 through an amendment in the Mining and Minerals Act, 1957. Most major mining states have developed the legal and institutional framework for the implementation of the DMF. Before this consultation, two state-level consultations were held in Jaipur and Raipur in September and October 2018, where the findings from the field visits to mining districts of Bhilwara and Chittorgarh in Rajasthan and Korba and Janjgir-Champa in Chhattisgarh were presented along with discussions with representatives from the Government and civil society on ways to in which the DMFs can achieve their potential and to exchange good practices.
